[ARMENIAN TEXT] First and foremost, the Locum Tenens shall draw up a list of all the Bishops found upon Ottoman soil, and, noting before the name of each the qualifications required for eligibility according to the first article, he shall present it to the Religious Assembly. This Assembly, in turn, convoking an Ecclesiastical General Assembly, shall prepare a list of candidates by secret ballot; that is to say, each member shall write upon a piece of paper the names of all those Bishops whom he does not deem unacceptable in religious terms. Thereafter, the votes having been counted, those names shall be entered into a special list in the order of the plurality of votes. The Locum Tenens shall present the list prepared in the said manner to the Political Assembly. That [Assembly] as well, having examined the merits of the designated persons in political terms, shall select five candidates from among the most worthy by a plurality of votes, and shall present their list to the General Assembly. At the same time, the first list prepared by the Ecclesiastical General Assembly shall also be suspended in the hall of the National General Assembly. The General Assembly, these two— [ARMENO-TURKISH TEXT] The matter of election shall be executed in the following manner: Namely, first of all, the Patriarchal Locum Tenens [*Patrik kaymakamı*], drawing up a list containing the names of all the bishops found in the Well-Protected Imperial Dominions [*memâlik-i mahrûse-i şâhâne*], shall indicate before the name of each their merits for being elected according to the first article, and shall submit the said register to the Spiritual Council [*Meclis-i rûhânî*]. And, by the said Council, the General Spiritual Council [*Meclis-i umûmî-i rûhânî*] being convoked, a list of names shall be drawn up by secret ballot in the following manner: Each of the members of the said Council, after having written upon a paper the names of the bishops whom he deems acceptable in spiritual terms, a tally of the votes being taken, the written names shall be entered into a special register in order according to the plurality of the votes that have fallen to each. This register shall be submitted by the aforesaid Locum Tenens to the Temporal Council [*Meclis-i cismânî*], and this Council, after investigating the degree of capability in temporal terms of the persons whose names are inscribed in the said register, shall, by a majority of votes, distinguish and designate five individuals from among those having the greatest merit so that [one of them] may be elected Patriarch, and shall present this register to the General Council [*Meclis-i umûmî*].
