...consists of seven learned laymen. The duty of the Educational Council is the general superintendence of the upbringing and education of the Armenian Nation. Its obligations are: to oversee the good order of the National schools; to encourage and assist the Societies established for the purpose of caring for the upbringing of both boys and girls; to take care to improve the condition of the teachers of schools and to secure their future; [and] to endeavor and take care to raise capable and proficient teachers within the Nation, and to prepare school textbooks. The Educational Council grants certificates to pupils who complete their studies in the National schools, determines the study textbooks, and conducts the annual examinations. But for religious studies, it applies to the Religious Assembly, for that Assembly determines the textbooks and teachers of religious knowledge, conducts the examinations, and grants the certificate.

2. ECONOMIC COUNCIL

Art. 46. The Economic Council shall consist of seven secular [members] skilled in economic affairs, whom the Political Assembly shall elect by a majority of votes. The duty of the Economic Council is [to supervise the National ...] [... the Educational] Commission, being [composed] of secular [persons] and men of learning, consists of seven members; its duty consists of the following particulars: supervising the instruction and education of the Armenian nation; ensuring that the national schools are maintained in an orderly manner; extending encouragement and assistance to societies formed for the education and upbringing of male and female children; and demonstrating diligence and zeal in ameliorating the condition and securing the future of schoolteachers, in training competent and qualified teachers, and in procuring textbooks designated for the aforementioned schools. Moreover, the granting of certificates to those pursuing the study of sciences in these schools, the determination of textbooks, and matters pertaining to annual examinations shall be carried out through the said Commission. However, it is necessary that those who give religious instruction obtain a certificate from the Spiritual Assembly, and that recourse be had to the said Assembly regarding religious books and teachers. The examination in religious instruction shall likewise be conducted through the Spiritual Assembly.

[Concerning] the Commission on Establishments.

Article 46. The Economic Council shall consist of seven secular [lay] economists, whom the Political Assembly elects by a majority of votes. The duty of the Economic Council is [to supervise] the National [institutions/establishments] situated in K. Polis [Constantinople]... ...the [Educational] Commission, being composed of seven members from among the laity and the educated, its duty consists of the following matters: supervising the education and instruction of the Armenian nation; ensuring that the national schools are maintained in an orderly manner; extending encouragement and assistance to societies formed for the instruction and upbringing of boys and girls; reforming the condition of school teachers, securing their future welfare, and training qualified and capable teachers; and exerting diligence and effort in the procurement of textbooks designated for the aforementioned schools. And the conferring of certificates to those who pursue the study of sciences in these schools, the designation of textbooks, and the matters of annual examinations shall be carried out by means of the said Commission. However, it is required that those who give religious instruction obtain a certificate from the Spiritual Assembly [Meclis-i Ruhani], and that recourse be made to the said Assembly concerning religious books and their teachers. And the examination in religious instruction shall likewise be conducted through the agency of the Spiritual Assembly.
