The Assembly electeth [them] by a plurality of votes. The office and duty of the Council of Monasteries is to supervise and inspect the execution of the Canons of each Monastery, to verify the revenues and proceeds, and to examine and regularize the expenditures. The Council of Monasteries electeth from among the Monastics the persons necessary for the office of administration of each Monastery. These [persons], administering the Monastery under the presidency of the Abbot and in accordance with the canons specific to their Monastery, shall render an account to the Council of Monasteries at appointed times.

CONCERNING THE COMMISSION FOR THE ADMINISTRATION OF ACCOUNTS

Article Forty-Nine. The Directors of Accounting, being persons of competence, shall consist of seven individuals, and they shall be elected in the Civil Assembly [Meclis-i Cismani] by a majority of votes. Their service is to manage the National Treasury [Millet Sandığı] and to inspect its accounts. The revenue of this treasury [consists of] the general contribution [iane-i umumiye], the proceeds of the Istanbul Patriarchate chancery, and bequests and gifts made in the name of the Nation without a specific place of expenditure being designated; and its expenditure likewise [consists of] the ordinary expenses of the Patriarchate and of the Patriarchate chancery, and of the national establishments under the administration of the Patriarchate...

5. BOARD OF REVENUES AND EXPENDITURES [FINANCE]

Art. 49. The Board of Financial Affairs consists of seven persons skilled in accounting, whom the Political Assembly elects by a majority of votes. The duty of the Board of Financial Affairs is the administration and accounting of the National Central Treasury. The revenues of this Treasury are: the General National tax, the revenues of the Patriarchal Chancellery of Kostandnupolits [Constantinople], and bequests or donations made in the name of the Nation without specifying a particular place. The expenditures are: the regular expenses of the Patriarchate and the Chancellery, [and subsidies granted to] the National institutions and indigent par[ishes] under the care of the Central Administration... [...to be] elected, it is composed of seven individuals. The duty of the said Commission consists of giving attention to and supervising the execution of the provisions of the regulations of each monastery, investigating its revenues and proceeds, and inspecting and regulating its actual expenditures. The said Commission shall elect from within the congregation of that monastery the necessary persons to perform the duty of the special administration of each monastery. And the aforementioned persons, under the presidency of the superior of the monastery, while administering their monasteries in accordance with special instructions, shall render an account to the said Commission at specified times.
