...for [matters] upon which it pertains to the General Assembly to pass a decision. However, before the holding of such extraordinary sessions, the reason for the convocation of the General Assembly shall be made known by the Patriarchate to the Sublime Porte, and its assent shall be obtained. Art. 62. The Patriarch convenes the General Assembly with the concurrence of one of the [two] Councils, the Religious or the Political, or at the request of the majority of the members of the General Assembly itself. Provided, however, that before convening an extraordinary assembly in this manner, the reason for the convocation must be communicated to the Sublime Porte, and its assent obtained.

ELECTION OF ECCLESIASTICAL DEPUTIES

Article Sixty-three. All the clergy present in S[t]anbol, upon the invitation of the Armenian Patriarch of Der-i Sa'adet, having assembled in one place at the end of April, shall elect members for the General Assembly by an absolute majority of votes and by secret ballot from among the Bishops, or priests and monks, who have no provincial post, have completed thirty years of age, attained the rank of priesthood or monkhood five years prior, and are not under any form of indictment. Article Sixty-four. The term of office of the aforementioned ecclesiastical members being ten years, every two years one-fifth [of them] shall be changed and renewed.

Provided, however, that before such an extraordinary meeting takes place, the reason for the assembly shall be represented by the Patriarchate to the Sublime Porte, and permission obtained. Article Sixty-Two: The Patriarch convenes the General Assembly with the concurrence of either the Spiritual Council or the Civil Council, or upon the petition of the majority of the members of the General Assembly. Nevertheless, as set forth in the preceding clause, such an extraordinary meeting is in any event dependent upon permission on the part of the State, along with the declaration of the reason therefor.

Article 63. All the clergy present in Constantinople, gathering in one place at the end of April upon the invitation of the Armenian Patriarch of Constantinople, shall elect, by secret ballot and an absolute majority of votes, members for the General Assembly from among the bishops, priests, or monks who have no provincial office, have completed their thirtieth year of age, have attained the rank of priesthood or monastic order five years prior, and are not subject to any manner of legal indictment. Article 64. The term of office of the ecclesiastical members aforesaid being ten years, one-fifth [of their number] shall be changed and renewed every two years.
