Art. 65. The basis of electoral rights shall be taken [as] the National tax and personal merit. In order for the National tax to confer the right to vote, the elector must pay at least seventy-five *ghurush* [piastres] in total tax per annum. Those who possess the right to vote by personal merit are: those employed in the Imperial chanceries and other offices of the State; certified physicians; authors of useful books; schoolteachers; and persons who have rendered useful services to the Nation. Art. 66. Persons who have completed twenty-five years of age possess the right to vote; however, electors must be subjects of the Ottoman Empire. Art. 67. The following four classes of persons are judicially deprived of the right to vote: 1. Those condemned for criminal offences who, according to the penal laws of the State, are considered politically dead; 2. [Those] caught in fraud in the administration of National affairs... ...[they shall be renewed]. And for the first eight years, the separation and retirement of this fifth [part] shall be carried out by lot. And the re-election of members retiring, whether thus by lot or after the tenth year upon completion of their term, shall be permissible.

In order for the National Contribution to entail the acquisition of the right of election, at least seventy-five piastres must be given annually as a general contribution. Those who possess personal qualification for election consist of those employed in the bureaus and other offices of the State, physicians, authors of useful books, schoolteachers, and those who have produced works beneficial to the Nation. Article 66. Those who have completed at least twenty-five years of age attain the right of election, [it] being [a] condition, however, that [they] be subjects of the Sublime State. Article 67. Those who are judicially deprived of the right of election are of four classes: The first class consists of those who, on account of a felony [and] pursuant to the provisions of the Imperial Penal Code, have been perpetually deprived of civil rights.
