CHAPTER FIVE CONCLUSION

Art. 99. The fundamental principles of the National Constitution are unalterable. But when, through experience, the modification of certain provisions is deemed necessary, the General Assembly—five years after the confirmation of the Constitution—shall form a Revision Commission, electing three members each from the Religious and Political Assemblies, two members each from the four Supervisory Councils, and, besides these, six persons from within or outside the General Assembly, [making] twenty members in all. This Commission shall determine the modifications deemed necessary, which, after being ratified by the General Assembly, shall be submitted to the Sublime Porte, and executed in accordance with the Imperial decree.

CHAPTER FIVE CONCLUSION

Article Ninety-Nine. In the event that, through experience, the necessity of amending certain details of this Regulation [Constitution] should appear, without touching upon its fundamental principles, five years after the date of its establishment, a Commission shall be formed in the General Assembly by the election of twenty members in total: three members each from the Spiritual and Temporal Councils, two members each from the four aforementioned Commissions, and, in addition to these, six other persons from among the members of the General Assembly or from without. The amendments deemed necessary having been decided upon in this Commission and approved in the General Assembly, what is necessary shall be put into execution in accordance with the Imperial Decree to be issued upon petitioning the Sublime Porte.
